Charles Kanyi alias Jaguar is believed to have won the Juilee ticket in Starehe, this had even been provisonally reported on by several media stations.
Jaguar, even went on the verge of announcing himself and celebrating. But the back stopped when he was supposed to take the provisional certificate.
