To make it simple, the Ksh.1000 charged for compliance certificate has been waved and now beneficiaries can obtain the certificate without any charges

We have waived the Kshs 1,000 non-beneficiary compliance certificate fee effective 15th July, 2020. Get your compliance free of charge from our website www.helb.co.ke or from the E-citizen Portal today!

However, it is not clear how long the direction will remain in active, bearing in mind that government has been making things a little easier for unemployed youths so as to try and cop up with the financial difficulties brought by COVID-19
