VACANT POSITION IN THE PUBLIC SERVICE
MEMBER OF THE INDEPENDENT NEGOTIATION AND EVALUATION COMMITTEE
The Public Service Commission, in accordance with Regulation 17 of the Public Service Commission (Performance Management) Regulations, 2021, is inviting qualified individuals to apply for the position of Member of the Independent Negotiation and Evaluation Committee for performance contracting. The appointed members will serve on a part-time basis for a maximum period of three years, with the possibility of reappointment for an additional three-year term based on satisfactory performance.

REQUIREMENTS FOR APPOINTMENT
To be eligible for appointment as a member of the Committee, an individual must:
a. Hold a minimum of a bachelor’s degree from a recognized university in Kenya.
b. Possess at least 15 years of professional experience in a relevant field.
c. Have served in a top management position within the relevant field for a minimum of 5 years.
d. Demonstrate knowledge of national development goals.
e. Have experience in performance management.
f. Satisfy the requirements of Chapter Six of the Constitution.
DUTIES AND RESPONSIBILITIES
The Committee will be responsible for the following:
a) Negotiating performance contracts with public bodies.
b) Ensuring alignment of performance targets and indicators of public bodies with the strategic plan.
c) Aligning the performance targets of public bodies with the performance indicators provided in the strategic plan.
d) Ensuring that the indicators of public bodies are results-oriented and citizen-focused.
e) Conducting mid-year performance reviews of public bodies.
f) Evaluating the performance of public bodies.
g) Monitoring news coverage and tracking public perceptions of government policies and initiatives.
h) Collaborating with other government agencies and departments to coordinate messaging and ensure consistent communication.
i) Advising government officials and decision-makers on public relations and media strategies.
