Japheth Koome: National Police Service Commission Urges Police IG’s Removal from Office

In a move that has sent shockwaves through Kenya’s political landscape, the National Police Service Commission (NPSC) has vehemently called for the removal of the Inspector General (IG) of Police, Japheth Koome. This call for action comes amidst a backdrop of escalating tensions and allegations of misconduct within the country’s law enforcement apparatus.

Japheth Koome appears before National Assembly

Appearing before the National Assembly’s Committee on Implementation and Oversight on Thursday, March 7, NPSC chairman Eliud Kinuthia delivered a damning indictment against Koome, citing numerous instances where the IG allegedly undermined the authority and operations of the Commission. Kinuthia pointed to arbitrary recruitment and promotion of police officers as key areas where Koome had overstepped his bounds, roles constitutionally designated to the Commission.

One of the most contentious issues raised by Kinuthia was Koome’s repeated invocation of Articles 245(2)(b) versus 246(3) to circumvent the Commission’s mandate in human resource management. This manoeuvring, according to Kinuthia, not only undermined the NPSC’s authority but also raised serious questions about Koome’s adherence to constitutional principles governing the police force’s operations.

“The purpose of this letter is, therefore, to recommend to the Constitutional Implementation Oversight Committee to further explore the extent to which the violations and lack of compliance sighted herein meet the threshold of the grounds for removal of the Inspector General National Police Service provided in Article 245 (7) (a), (b), (c), and (d) of the Constitution,” Kinuthia stated emphatically.

The NPSC’s move to oust Koome from his position carries significant implications for Kenyan politics, particularly against the backdrop of Raila Odinga’s bid for the African Union (AU) leadership. As the country grapples with internal challenges within its law enforcement agencies, the timing of this call for action adds another layer of complexity to the political landscape.

The upcoming discussion scheduled for March 7 at 7.30 PM, under the theme “Tuko X Space – Raila Odinga’s AU Bid,” promises to ignite heated debates and intense scrutiny of Kenya’s political climate. The intersection of these events underscores the interconnectedness of internal governance issues and broader geopolitical ambitions, shaping the trajectory of Kenyan politics in the coming months.

As stakeholders brace for what promises to be a fiery discourse, the fate of Japheth Koome and its ramifications for Kenya’s law enforcement landscape looms large. The NPSC’s bold stance signals a pivotal moment in the country’s governance framework, highlighting the imperative for accountability and adherence to constitutional principles within its institutions.
