HELB partners with County Governments and Constituencies to manage their bursary schemes and set up a revolving fund.

A county partnering with HELB helps to empower the dreams of your County Residents/Constituents together! 

This is how it can get done:

  1. Signing of a service contract
  2. Working together on drafting necessary legislation
  3. Setting up joint technical working group to operationalize the fund
  4. funding the revolving fund
  5. Inviting applications
  6. Setting up selection criteria to be automated by HELB
  7. Disbursing the funds to the successful applicants
  8. Recovering the funds for other students to benefit
