In a significant move to bolster peacekeeping efforts in Haiti, the Canadian government has announced the deployment of soldiers to provide essential training to troops from the Caribbean Community (CARICOM). This initiative, set to take place ahead of the planned peacekeeping mission to Haiti, marks a crucial step in strengthening international support for Haiti’s security and stability.
The announcement, made on Saturday, March 30, outlined Canada’s commitment to supporting CARICOM nations in their efforts to contribute to the United Nations-authorized Multinational Security Support (MSS) mission, led by Kenya. Approximately 70 troops from Canada’s Armed Forces, drawn from the 1st Battalion, Royal 22e Régiment based in Valcartier, Quebec, will be deployed to Jamaica, where the training will be conducted.
The training program, dubbed Operation HELIOS, will focus on equipping CARICOM troops with core peacekeeping skills, combat first aid techniques, and validation exercises crucial for their mission readiness. The Canadian Armed Forces (CAF) will also provide instruction on critical topics such as the protection of civilians, conduct and discipline, and conflict-related sexual violence awareness.
Haiti in crisis
The initiative comes at a critical juncture as Haiti grapples with escalating crises, including security challenges and humanitarian needs. The trained CARICOM troops will play a vital role in supporting the Haitian National Police (HNP) and contributing to efforts aimed at restoring peace and order in the country.
Mélanie Joly, Canada’s Minister of Foreign Affairs, underscored Canada’s unwavering commitment to supporting Haiti and its people. She praised the dedication of the Canadian Armed Forces and emphasized the importance of Haitian-led solutions to address the complex political, security, and humanitarian issues facing Haiti.
Canada’s investment of Ksh8.2 billion (approximately 80.5 million USD) in the multinational security support mission underscores its significant financial backing for efforts aimed at enhancing Haiti’s security infrastructure. This investment reflects Canada’s broader strategy of engaging with international partners and stakeholders to promote peace, security, and democracy in Haiti.
