The Kenya High Commission in London is seeking to employ qualified persons for the  positions of:

1.     Drivers

2.     Clerks

3.     Secretaries

4.     Accounts Assistant

5.     Chancery Caretaker

6.     Security officer

7.     Receptionist

8.     Cleaner

The positions are for a duration of twenty three (23) months, and the successful applicants will be subject to Kenya High Commission Terms and Conditions of Service, as well as applicable UK laws and regulations.

‍ POSTS, JOB DESCRIPTION, RESPONSIBILITIES AND QUALIFICATION

  1. ‍Secretary/Administration  Assistant -Head of Chancery Office

The Secretary/Administrative Assistant  shall under the direction and  control of the Head of Chancery with coordination of the Confidential  Secretary perform the following duties and responsibilities:-

a)      Assist and compliment administrative duties at the office of the High Commissioner.

b)      Maintain Head of Chancery diary including scheduling appointments and meeting.

c)      Type correspondences and reports for the Head of Chancery and any other officer.

d)      Handle, manage and distribute the Head of Chancery mail and communications.

e)      Answer telephone calls and other inquiries from electronic communication directed to  the Head of Chancery

f)       Receive visitors for Head of Chancery and extend courtesies including refreshments.

g)      Assist in organisation of events and programs for the Head of Chancery.

h)      Assist process duty waiver for eligible purchases by the Mission using Foreign Office clearance – C426 issued by Foreign and Commonwealth Office (FCO)

i)       Assist process notification and applications forms and other documents for arrival and departure of officers, diplomatic cards, diplomatic driving permit, Airport  ID pass, certificate of sponsorship and any other related document.

j)       Perform any  other duties as directed by the Head of Mission or any responsible officer.

QUALIFICATIONS

1.      KCSE grade C or its Equivalent in GCSE.

2.      High grades in English, business, IT or information science may be beneficial.

3.      Office or administrative work experience;

4.      Any secretarial training

  1. ‍Secretary – Defence Section

The Secretary  shall under the direction and control of the Defence Adviser with the  guidance of the Confidential Secretary  perform the following duties and responsibilities:-

a)      Maintain Defence attaché diary including scheduling appointments and meetings.

b)      Type correspondences and reports for the Defence attaché

c)      Handle, manage and distribute the Defence attaché and communications.

d)      Answer telephone calls and other inquiries from electronic communication directed to  the Defence attaché

e)      Receive visitors for Defence Attaché and extend courtesies including refreshments.

f)       Assist in organisation of events and programs for the Defence Attaché

g)     Perform all secretarial, administrative and clerical duties at the Defence Attaché  office.

h)     Ensure effective flow of information and communication between the Defence Attaché  office and stakeholders.

i)      Management of the Defence Section Filing system.

j)      Manage Defence Attaché travel arrangements including Air tickets, visas, and hotel  reservations.

k)     Coordinate the application of visas and travel arrangement of the KMOD Officers and  Service Members of training in UK and Accredited countries.

l)      Coordinate the Protocols at the Defence attaché’s office to include reception escort and  signing in by Defence section visitors.

m)    Coordinate and assist  in planning for International Families and Cultural Day exhibitions in  collaboration with the KMOD students at Royal College of Defence Studies  (RCDS), Royal Military Academy Sandhurst (RMAS), Advance Command and Staff  College (ACSC)

n)      Perform any  other duties as directed by the Head of Mission or any responsible officer.

QUALIFICATIONS

1)      A minimum KCSE C/Equivalent GCSE.

2)      High grades in English, business, IT or information science may be beneficial.

The Secretary  shall under the direction and control of the Immigration Attache with the  guidance of the Confidential Secretary perform the following duties and  responsibilities:-

a)      Attending to phone calls and responding to enquiries on all consular functions;

b)      Typing letters and reports and dispatching to the respective recipients;

c)      Management of correspondence to and from Ministries, Departments and Agencies  headquarter, Nairobi via letters and emails;

d)      Management of correspondence to and from clients via letters and emails;

e)      Management of sectional office files and filing systems;

f)       Management and custody of the section’s office supplies e.g stationery and equipment;

g)      Management of in-house communication on sectional matters;

h)      Managing all mails and parcels going out by diplomatic bag;

i)       Compiling  East Africa Tourist Visa monthly, quarterly and annual returns and reports on  need basis;

QUALIFICATIONS

1)      Formal academic qualifications require a minimum KCSE C/Equivalent GCSE.

2)      High grades in English, business, IT or information science may be beneficial.

  1. ‍Clerk 1 at  Immigration Section

The Clerk/  Immigration Section shall under the direction, control and guidance of the Immigration Attache perform the following duties and responsibilities:-

a)      Acting as the customer service desk officer;

b)      Receiving all applications submitted at the counter;

c)      Advising applicants regarding application requirements and procedures;

d)      Responding to enquiries from applicants at the counter and on phone;

e)      Receiving revenue and receipting all payments for all chargeable applications;

f)       Prepare daily reports of all applications received, receipts issued, and total revenue collected;

g)      Release processed passports, IDs, Visas, Citizenship Letters and any other documents to applicants;

h)      Daily reconciliation of official receipts issued against revenue collected

i)       Submitting monthly revenue collection returns to the Financial;

j)       Perform any other  duties as directed by the Head of Mission or any responsible officer.

Qualifications/Requirements

1.      KCSE Certificate with a minimum grade C- (minus) or equivalent

5. Clerk 2 at Immigration-Visa Section

The Clerk /  Visa Section shall under the direction, control and guidance of the  Immigration Attache perform the following duties and responsibilities  regarding visa processing, mail management and banking duties:-

a)      Processing Visa stickers such as filling the visa stickers details and inputting into  the visa pages on passports

b)      Processing Emergency Travel documents such as filling details into the documents

c)      Processing of pet licences such as filling details into the documents

d)      Advising callers regarding application requirements and procedures over the phone;

e)      Banking all revenue:-postal orders and cheques collected from the counter services

f)       Management of mails and parcels to and from the post such as act as a postman/lady;

g)      Managing the mail database such as opening incoming mails, recording and distributing;

h)      Post room duties including franking letters, keeping a record of incoming and  outgoing mails/parcels, posting all sectional parcels and letters;

i)       Alternate counter services officer

j)      Perform any other duties as directed by the Head of Mission or any responsible  officer.

Qualifications/Requirements

1)      KCSE  Certificate with a minimum grade C- (minus) or equivalent

2)      Basic professional Certificate

4)      Two (2) years experience as a clerk or equivalent

  1. ‍Clerk 3-immigration  –Citizenship/Passport  processing

The Clerk /  Citizenship and Passport processing Section shall under the direction,  control and guidance of the Immigration Attache perform the following duties  and responsibilities regarding management of identity cards, Citizenship and  passports processing:-

a)      Interviewing identity card applicants, checking completeness of applications and advising  applicants on requirements and procedures;

b)      Fingerprints officer i.e taking fingerprints for ID applications;

c)      Checking completeness of passport applications and advising applicants on the requirements and procedures;

d)      Taking  biometrics (photos, signatures and fingerprints) of passport applicants;

e)      Management of passport applications register;  

f)       Scanning of passport applications;

g)      Management of passport front office equipment;

h)      Checking completeness of citizenship related applications i.e regaining Kenya  citizenship, declaration of dual citizenship and voluntary renunciation of  Kenya citizenship;

i)       Preparing citizenship applications for forwarding to immigration headquarters for  processing;

j)       Preparing file folders and filing passport and citizenship applications;

k)      Retrieving file records for passports and citizenship processes;

l)       Filing away records of the various immigration processes;

m)    Preparing  applications, letters and parcels for dispatch by diplomatic bag;

n)      Management  of the passports, identity cards, citizenship dispatch system;

o)      Preparing revenue returns and reports i.e. monthly, quarterly and annually;

p)      Attending to phone calls and advising applicants on consular services

q)     Perform any other duties as directed by the Head of Mission or any responsible  officer.

  1. ‍Clerks 4-Immigration  and Birth Certificate

The Clerk /  Immigration Marriage, Birth and Death Certificate Section shall under the  direction, control and guidance of the Immigration Attache perform the  following duties and responsibilities regarding management of Marriage  certificates, Birth and Death Certificate applications:-

a)      checking completeness of applications and advising of applicants on requirements and  procedures;

b)      Preparing citizenship applications for forwarding to immigration headquarters for processing;  

c)      Preparing marriage certificate, birth certificates and death certificates applications  for forwarding to Department of Civil   Registration headquarters for processing;

d)      Preparing file folders and marriage certificate, birth certificates and death certificates  applications;

e)      Retrieving file records for marriage certificate, birth certificates and death  certificates processes;

f)       Filing away records of the various immigration processes;

g)      Preparing applications, letters and parcels related   marriage certificate, birth certificates and death certificates  applications for dispatch by diplomatic bag;

h)      Management of the marriage certificate, birth certificates and death certificates  applications dispatch system;

i)       Preparing monthly, quarterly and annual reports;

j)       Attending to phone calls and advising applicants on consular services

k)     Perform any other duties as directed by the Head of Mission or any responsible officer.

  1. ‍Clerk 6-General Administration ‍

The Clerk /  General Administration Section shall under the direction, control and  guidance of the Administrative Attache perform the following duties and  responsibilities:

a)    Assist Administrative Attaché in the daily running of the Open Registry.

b)    Maintaining Open Registry files including opening, closing and storage of files.

c)    Keeping record of file movement and maintaining file index.

d)    Distribution of files and documents from Registries to offices and vice versa.

e)    Clearing trays from offices in liaison with Secretaries.

f)     Assist with photocopying of documents.

g)    Distribution of mail pigeon holes.

h)    Assist with circulation of inter office memoranda.

i)     Relieve the Telephone Operator while on leave

j)     Binding of Reports

k)     Perform any other duties as directed by the Head of Mission or any responsible officer.

Qualifications/Requirements

  1. ‍Accounts  Assistant –Finance Section

The Accounts Assistant shall under the direction, control and guidance of the Financial  attaché  perform the following duties  and responsibilities:-

a)      Preparation of payment and receipt vouchers;

b)      Maintain vote book entries – Recurrent and Agency

c)      Issuance and surrender of Imprest

d)      Preparations of expenditure returns and Vouchers for agency officers: FRO, Education,  Defence and Commercial attaché

e)      Reconciliation of vote books and computer print outs

f)      Write cheques for signing  by the Head of Mission and finance attaché

g)      Prepare mission Payroll schedules on monthly basis

h)      Manage local staff payroll system.  

i)       Receive Mission revenue collection documents from immigration department.

j)       Maintain accounts record and contracts.

k)      Extract monthly expenditure returns from the Vote Book.

l)       Write miscellaneous receipts.

m)    Receive and issue accountable documents in CRB  register,

n)      Respond to routine customer enquiry on financial matters,

o)      Maintain departmental voucher movement register.

p)      Filling duties at the finance office,

q)      Banking of Mission revenue

r)      Perform any other duties as directed by the Head of Mission or any responsible  officer.

Qualifications

1)      A  minimum of KCSE grade C or its equivalent in GCSE

2)      KATC Final or its equivalent

3)      Diploma in accounting, Book keeping or any other related field

4)      Must  have knowledge of accounting  rules and  procedures

5)      Computer training in accounting software like excel, quick books, sage and word

6)      Experience in book keeping

7)      Knowledge in accounting terminology

8)      Good communication and use of computer skills

9)      Must be good and have experience with accounting filing systems

10)   Must have good administrative and organisational skills

11)   Must have strong analytical skills

12)   Must be dynamic in understanding accounting and financial information needs of the  Finance section.

  1. ‍Receptionist/Switchboard  Operator

The  Receptionist / Switchboard Operation Section shall under the direction,  control and guidance of the Head of Chancery perform the following duties and  responsibilities:

a)     Managing  multiple incoming phone lines for the Mission.

b)     Receive  and answer routine questions on various issues as may be asked by callers.

c)     Forward  telephone calls to relevant offices at the Mission.

d)     Take  Messages on phone and deliver to relevant officers.

e)     Routing incoming and outgoing calls placed through Switchboard.

f)      Ensure that international call requests have been approved by High Commissioner or  Deputy High Commissioner before calling.

g)     Connect all officers with outgoing calls to Nairobi and to the rest of Kenya Missions  abroad.

h)     Maintain database/list of international calls as required.

i)      Keep a register of all members of staff telephone contacts.

j)      Keep a register of telephone numbers for Kenya Missions abroad and Kenya Government  Ministries, Department and Agencies.

k)     Keep a register of all foreign diplomatic missions and international agencies in  London and FCO contact telephone numbers.

l)      Keeping a register of frequently called lines such as Kenya Airways, Tourism Market  Development Representatives and various Kenya diaspora groups in the UK.

m)   Assist in resolving telephone related matters such as liaising with telephone service  providers (BT) to rectify reported faults.

n)      Perform any other duties as directed by the Head of Mission or any responsible officer.

Qualifications

1)     KCSE  Certificate with a minimum grade C- (minus) or equivalent

2)     Basic  professional Certificate or experience in diplomatic organisation.

3)     Recommendation  for exemplary work performance

4)     Two (2) years experience either as a receptionist or telephone operation at a  diplomatic organisation.

  1. ‍Driver/Chauffer of the High Commissioner

The  Driver  shall under the direction and  control of the High Commissioner  in coordination with the Transport  Officer perform the following duties and responsibilities:

a)     Serve  as the driver to the High Commissioner by facilitating his movements through  the United Kingdom by taking him to various meetings he/she is  attending.  

b)     Ensure  that the official representation car is cleaned and well maintained.

c)     Deliver  mails and other communication on behalf of the High Commissioner to their  respective destination.

d)     Ensure  the representation car is maintained to the acceptable UK standards to  include timely servicing, MOT etc.

e)     Timely  report any vehicle defects to the Head of Chancery

f)      Ensure  that the representation  car  work tickets are duly authorised and  completed.

g)     Management  and ensure safe custody of the Extra keys for representation car. 

h)      Management and ensure  safe custody  of the representation car fuel cards in close liaison with  the Head of Chancery.

i)       Perform any other  duties as directed by the Head of Mission or any responsible officer.

Qualification/Requirements

1)     KCSE  C- certificate/ Equivalent GCSE certification

2)     Valid  and clean Driving license category B

3)     Recommendation  for exemplary work performance

4)     Two  (2) years driving experience in the UK.

5)     Versatility  and basic knowledge of ICT is added advantage

‍

  1. ‍Driver of the Deputy Head of Mission

The  Driver  shall under the direction and  control of the  Deputy Head of  Mission/Head of Chancery  in coordination with the Transport  Officer perform the following duties and responsibilities:

a)     Serve as the Driver to the Head of Chancery by facilitating his movements through  the United Kingdom by taking him to various meetings he/she is  attending.  

b)     Ensure that the car is cleaned and well maintained.

f.      Management  and ensure safe custody of the Extra keys for Defence Section Vehicles. 

g.      Management and ensure  safe custody of the Defence Section Fuel Cards in close liaison with  the Defence Adviser.

h.     Perform  any other duties as directed by the Head of Mission or any responsible  officer.

Qualification/Requirements

1)               KCSE C- certificate/  Equivalent GCSE certification

2)               Valid and clean Driving license category B

3)               Recommendation for exemplary work performance

4)               Two (2) years driving experience in the UK.

5)               Versatility and basic knowledge of ICT is an added advantage

  1. ‍Driver-Education Section

The  Driver shall under the direction, control and guidance of the Education  Attache in coordination with the Transport Officer perform the following duties and responsibilities:-

 a.     The official chauffeur to the Education Attache facilitating his/her movement within United Kingdom as may be required by work.

b.     Management of the Education Section Vehicle.

c.      Ensure the Education vehicles are maintained to the acceptable UK standards to  include timely servicing, MOT amongst others,

d.     Timely report any vehicle defects to the education attache

e.      Ensure the vehicle work tickets are duly authorised and completed.

f.      Management and ensure safe custody of the Extra keys for education Section Vehicles. 

g.     Management and ensure safe custody  of the education section Fuel Cards in close liaison with the education Adviser.

h.     Perform any other duties as directed by the Head of Mission or any responsible officer.

Qualification/Requirements

1)               KCSE C- certificate/  Equivalent GCSE certification

2)               Valid and clean Driving license category B

3)               Recommendation for exemplary work performance

4)               Two (2) years driving experience in the UK.

  1. ‍Two (2)  pool drivers- for Mission  utility  vehicles

The Pool  Section Drivers shall under the direction and control of the Transport Officer in coordination with the Head of Chancery perform the following  duties and responsibilities:-

 a)     Serve as driver for general movement of staff to various official meetings.

b)     Pick Government of Kenya delegation from the airport, to the hotels and meeting  venues.

c)     Facilitate the movement of Government of Kenya delegation within the United Kingdom as  may be assigned by the Transport Officer.

d)     Ensure the Education vehicles are maintained to the acceptable UK standards to  include timely servicing, MOT amongst others,

e)     Timely report any vehicle defects to the education attache

f)      Ensure the vehicle work tickets are duly authorised and completed.

g)     Management and ensure safe custody of the Extra keys for education Section Vehicles. 

h)     Management and ensure safe custody  of the education section Fuel Cards in close  liaison with the education Adviser.

i)      Ensure that the pool vehicles  clean.

j)      Facilitate and transport officers school going children.

k)     Perform any other duties as directed by the Head of Mission or any responsible officer.

Qualification/Requirements

1)     KCSE C- certificate/ Equivalent GCSE certification

2)     Valid clean Driving license category B

3)     Recommendation  for exemplary work performance

4)     Two (2) years driving experience in the UK.

5)     Versatility and basic knowledge of ICT is an added advantage

  1. ‍Caretaker of the Chancery

The Chancery Caretaker shall under the direction, control and guidance of the Head of Chancery perform the following duties and responsibilities:-

 a)      Monitor the flow of people coming in/out of the Chancery through the CCTV system.

b)      Escort visitors to the respective officers if and when necessary.

c)      Maintain order and law at the Reception of the Chancery,

d)      Assist visa Section at the Reception when requested

e)      Manage the entrance door to the Chancery

f)       Maintain and keep reception/visitor’s book at the maintain entrance door,

g)      Check and monitor the smoke detector/alarm intruder at the Chancery,

h)      Walk in the entire chancery every evening after officer hours to check the windows, doors, portable heaters to ensure that they are either properly closed or switched off to avoid fire hazard.

i)       Perform any other duties as directed by the Head of Mission or any responsible officer

The  Chancery Caretaker is also responsible for conducting the following  Maintenance duties:-

a)      Changing light bulbs/fuses at the Chancery

b)      Doing minor plumbing jobs at the Chancery

c)      Polishing brass plates

d)      Cleaning marble floor/door at the entrance

e)      Checking lift motor room/car lift/heating panel room

f)       Checking leaking water at the ceiling/lavatories/toilets

g)      Tiding old visa forms/broken glass/rubbish

h)      Spraying water at the front wall office to be cleaned after rain

i)       Remove net curtains to be taken to dry clean and hang them when they are ready

j)       After office parties make sure everything is in order.

k)      Hoist the Kenyan flag daily

l)      Perform any other duties as directed by the Head of Mission or any responsible officer.

Qualifications

1)      KCSE  certificate or GCSE certificate or equivalent:

2)      On-the job training in real estate management or experience in the building/real estate management

3)      Three (3)  year experience

4)      Recommendation  for exemplary work performance

Skills & Proficiencies:

•                Written and Verbal Communication

•                Interpersonal skills

•                Knowledge of building management

•                Knowledge of essential plumbing and electrical wiring skills.

•                Must be a person of Integrity, and Professionalism.

  1. ‍Security Officer for the Chancery

The Security  Officer at the Chancery shall under the direction, control and guidance of the Officer in charge of Security and the Head of Chancery perform the following duties and responsibilities:-

a)     Daily co-ordination of security matters of the Mission under the guidance of  Officer in-charge of Security at the Mission, Head of Chancery and High  Commissioner.

b)     Conducting regular patrols of the Chancery daily to ensure the security of the premises  and members of staff.

c)     Maintaining Access Control of visitors into the Chancery as well as ensuring no access by  unauthorised persons to restricted areas of the Mission.

d)     Monitoring of security system (CCTV) and equipment at the Chancery and High Commissioner’s  Residence and reporting of any malfunctions and noted suspicious activities.

e)     Monitoring and maintaining records (OB) of all daily occurrence and reporting the same to  the immediate Supervisor or Head of Chancery.

f)      Maintaining up-to-date daily records of all Members of Staff who are in and out of office.

g)     Keeping up-to-date daily records of all visitors coming into the Chancery.

h)     Maintaining  records of all security systems, devices and equipment and notifying on their  due date for repairs, servicing and maintenance.

i)      Assisting the Officer in charge of Security in contacting the Diplomatic Protection Group (DPG) on matters relating to the  Emergency Alarm at the Chancery.

j)      Ensuring proper  functioning of all Emergency Exits at the Chancery.

k)     Monitoring and reporting  on any acts of breaches of security at the Chancery.

l)      Advising the Mission on matters of health and safety as well as available sensitization  opportunities to the Mission on security policy and procedures in the UK.

m)   Coordinate the opening and closing of the Mission as well as ensuring safe custody of  relevant keys to the various offices at the Chancery.

n)     Hoisting and lowering of official Flags at the Chancery as well as coordinating their cleaning.

Qualification/Requirements

1)      KCSE certificate or GSCE certificate or equivalent  

2)      On-the job training or service in the discipline forces

3)      Three (3) year experience

4)      Recommendation for exemplary work performance

Skills & proficiencies:

•           Written and Verbal Communication

•           Interpersonal Skills

•           Knowledge of Security Operations  and Procedure

•           Knowledge of Basic Security and Fire Inspection Procedures, Surveillance, Skills, Judgment, Objectivity, Dependability, Integrity, Safety Management, Professionalism and reporting skills.

  1. ‍Cleaner of the Chancery

Cleaner shall under the direction, control  and guidance of the Head of Chancery perform the following duties and responsibilities:-

a)     Conduct daily cleaning of common spaces at the Chancery

b)      Maintain Cleanliness of the Mission utensils and kitchen

c)      Ensure  that monthly shopping of the common items used at the Chancery is done on  time.

d)      Move correspondences and files as may be required.

e)     Prepare tea for the mission staff and visitors

f)       Perform any other duties as directed by the Head of Mission or any responsible officer.

Qualifications/Requirements

1)      KCSE Certificate C plain/ Equivalent GCSE Certification

2)      Recommendation for exemplary work performance

3)     Two (2) years’ experience
