The National Cohesion and Integration Commission was established to facilitate and promote equality of opportunity, good relations, harmony and peaceful co-existence between persons of different ethnic and racial communities of Kenya and to advise the Government on all aspects thereof.

The Commission intends to recruit highly professional self-driven individuals to fill the following vacant positions:

INTERNAL AUDITOR, JOB GRADE NCIC 6 – ONE (1) POST

Overall Job Summary

This position is responsible for the implementation of effectiveness of control, accountability, resource-use measures, risk management, compliance to laws, regulations, policies and service level legal agreements systems and procedures within National Cohesion and Integration Commission

Duties and Responsibilities

  1. Taking part in developing tools and instruments for internal audit;
  2. Taking part in carrying out internal and special audits in accordance with generally accepted government auditing standards and regulations;
  3. Collecting and compiling information on the existing assets administered by the commission and safeguards put in place for their protection;
  4. Collecting and compiling information on relevant available policies and documents put in place by the commission that guide decision making in its operations;
  5. Conducting audit tests on internal controls;
  6. Identifying and compiling information on risks;
  7. Carrying out risk management reviews and preparing briefs;
  8. Collecting and collating information on audit findings, recommendations and action taken;
  9. Conducting preliminary reviews on the areas to be audited;
  10. Taking part in carrying out audit inspections.

Requirements for Appointment

For appointment to this grade, an officer must have:

  1. Bachelor’s degree in any of the following disciplines: Finance, Accounting, Business Administration, Mathematics, Actuarial Science, Statistics, Economics or any other relevant qualification from a recognized institution;
  2. Be in possession of any of the following: Certified Public Accountant II(CPA II), Certified Internal Auditor(CIA), Certified Information Systems Auditor(CISA), Association of Certified Chartered Accountant (ACCA), Certified Fraud Examiner(CFE), Certificate in Risk and Information Systems Control(CRISC), Certification in Risk Management Assurance(CRMA) or its equivalent qualification from a recognized institution; and
  3. Certificate in computer application skills.

Salary and allowances

                Salary range             :     Ksh. 56,775 – 80,000

                House allowance          :     Ksh. 28,000

                Commuter allowance       :     Ksh. 10,000

                Airtime allowance         :     Ksh.   1,500

HUMAN RESOURCE MANAGEMENT ASSISTANT II, JOB GRADE NCIC 7- ONE (1) POST

Overall Job Summary

This position is responsible for support of implementation of human resource management policies in compliance with the labour laws in Kenya.

Duties and Responsibilities

This will be the entry and training grade for this cadre. An officer at this level will work under the guidance of a senior officer.

  1. Processing human resource matters such as appointments, and promotions within existing rules, regulations and procedures;
  2. Capturing and updating payroll and complement data;
  3. Drafting simple routine letters;
  4. Verifying employees leave balances; and
  5. Processing pension documents.

Requirements for Appointment

For appointment to this Grade an officer must have:-

  1. Diploma in Human Resource Management, Human Resource Development, Industrial Relations, Labour Relations or any other relevant and equivalent qualification from a recognized institution;
  1. Certificate in computer application skills;

Salary and allowances

               Salary range            :     Ksh. 25,313 – 40,000

                House allowance        :     Ksh. 16,500

                Commuter allowance     :     Ksh.   8,000

                Airtime allowance       :     Ksh.   1,500

FINANCE OFFICER, JOB GRADE NCIC 6 – TWO (2) POSTS

Overall Job Summary

This position is responsible for offering support to the Accountant in performing daily accounting activities which include analysis, reconciliation and verification of accounting documents.

Duties and Responsibilities

  1. Compiling and analyzing information required in the budgetary process;
  2. Taking part in processing medium term expenditure and revised estimated budget and taking initial action on budget monitoring;
  3. Taking part in preparing budgets for recurrent and development votes;
  4. Taking part in counter checking expenditure commitments;
  5. Taking part in evaluating and scrutinizing expenditure proposals;
  6. Monitoring expenditure on programmes on periodic basis; and
  7. Preparing briefs on budget and expenditure trends.

Requirements for Appointment

For appointment to this grade a candidate must have:-

  1. Bachelor’s degree in any of the following disciplines: – Commerce(Finance option), Economics, Business Administration( Finance option), Business Management (Finance option) Finance or its equivalent qualification from a recognized institution;
  1. Certified Public Accountant II(CPA II) by Kenya Accounts and Secretaries Examination Council (KASNEB) or any other relevant qualification form a recognized institution; and
  1. Certificate in computer application skills

Salary and allowances

                Salary range           :     Ksh. 56,775 – 80,000

                House allowance        :     Ksh. 28,000

                Commuter allowance     :      Ksh. 10,000

                Airtime allowance       :     Ksh.   1,500

ASSISTANT INFORMATION COMMUNICATION TECHNOLOGY OFFICER II (ICT) , JOB GRADE NCIC 7 – ONE (1) POST

Overall Job Summary

This position is responsible for support of implementation and maintenance of an appropriate Information and Communication Technology (ICT) infrastructure, systems and procedures at the Commission

Duties and Responsibilities

This will be the entry grade for this cadre. Duties and responsibilities at this level will entail:

  1. Supporting roll out of new application and hardware;
  2. Monitoring ICT desk delivery issues;
  3. Maintaining and updating the organizations’ ICT database systems;
  4. Undertaking day to day management of ICT platform;
  5. Monitoring LAN and WAN networks;
  6. Ensuring smooth running of all ICT systems;
  7. Undertaking frequent data back-up;
  8. Providing user support on ICT hardware and network infrastructure; installing security applications;
  9. Configuring, maintaining and setting-up network devices; and
  10. Trouble shooting and resolving all ICT application issues.

Requirements for Appointment

For appointment to this grade a candidate must have:

Diploma in any if the following fields: Computer Science, Information Communication Technology, Business Information Technology, Information Technology or any other relevant qualification from a recognized institution.

                  Salary range          :     Ksh. 25,313 – 40,000

ASSISTANT OFFICE ADMINISTRATOR II, JOB GRADE NCIC 7 – THREE (3) POSTS                                                                                                                            

Overall Job Summary

This position is responsible for the office management function and offering support to all administrative activities carried out in the Commission.

Duties and Responsibilities

This is the entry grade for this cadre. An officer at this level will work under the guidance of a senior officer.

  1. Taking oral dictation;
  2. Managing e-office;
  3. Word and data processing;
  4. Operating office equipment;
  5. Attending to visitors/clients;
  6. Handling telephone calls and appointments;
  7. Maintaining office diary and travel itineraries;
  8. Ensuring security of office records equipment and documents, including classified materials;
  9. Preparing responses to simple routine correspondence;
  10. Establishing and monitoring procedures for record keeping of correspondence and file movements;
  11. Maintaining an up to date filing system in the office;
  12. Ensuring security, integrity and confidentiality of data;
  13. Managing office protocol and etiquette;
  14. Supervising office cleanliness; managing petty cash; and
  15. Undertaking any other office administrative services duties that may be assigned.

Requirements for Appointment

For appointment to this grade a candidate must have:-

  1. Diploma in Secretarial Studies from the Kenya National Examinations Commission;

OR

Business Education Single and GRADE Certificates (BES & GC) from the Kenya National Examination Commission in the following subjects:-

  1. Shorthand III (minimum 80 w.p.m.),
  2. Typewriting III (50 w.p.m)/ Computerized Document Processing III,
  3. Office Management III/Office Administration and Management III,
  4. Business English III/Communications II,
  5. Secretarial Duties II,
  6. Office Practice II,
  7. Commerce II.
  1. Certificate in computer application skills; and
  1. Shown merit and ability as reflected in work performance and results.

DRIVER 1, JOB GRADE NCIC 8 – FIVE (5) POSTS

Overall Job Summary

This position is responsible for provision of transportation services for authorized persons as well as goods, timely and consistent maintenance of assigned vehicles, maintenance of assigned work ticket and ensuring security of the vehicle on and off the road

Duties and Responsibilities at this level will entail:-

  1. Driving the vehicle as authorized;
  2. Ensuring security and safety of the vehicle, passengers and goods on and of the road;
  3. Maintaining daily work ticket;
  4. Carrying out routine checks on vehicle’s cooling, oil, electrical and brake systems and tyre pressure;
  5. Detecting and reporting vehicle defects on time;
  6. Ensuring vehicle cleanliness;
  7. Ensuring routine service and maintenance of the vehicle;
  8. Reporting accidents promptly and following up on police abstracts; and
  9. Inspecting vehicles and keeping up-to-date insurance documents.

Requirements for Appointment

For appointment to this Grade an officer must have:-

  1. Minimum three(3) years’ experience as a driver
  2. Kenya Certificate of Secondary Education (KCSE) mean grade D or its equivalent;
  3. Valid Class BCE Driving License free from any endorsement;
  4. Suitability test /Occupational Trade Test Grade 1 for drivers;
  5. First-Aid Certificate Course lasting not less than one (1) week from St. John Ambulance or Kenya Institute of Highways and Building Technology (KIHBT) or any other recognized Institution.
  6. Certificate of good conduct from the Kenya Police Service;
  7. Attended a refresher course for drivers lasting not less than one(1) week within three (3) years at Kenya Institute of Highway and Building Technology (KIHBT) or any other recognized institution;
  8. Certificate in Computer application skills; and
  9. Shown merit and ability as reflected in work performance and results.

Salary and allowances

Salary range         :       Ksh. 17,050 – 30,000

House allowance      :       Ksh.10,000

Commuter allowance   :       Ksh. 5,000

Airtime allowance     :        Ksh. 1,000

PROGRAMME OFFICER, PUBLIC EDUCATION AND ENGAGEMENT, JOB

GRADE NCIC 6 – ONE (1) POST

Overall Job Summary

This position is responsible for offering support and assistance in the implementation of educational, training and capacity building programs aimed at creating public awareness and promoting good relations, harmony and peaceful co-existence between persons of different ethnic and racial communities of Kenya

Duties and Responsibilities

Specific duties and responsibilities will entail:

  1. Implementing policies, guidelines and strategies on public education and engagement;
  2. Conducting advocacy campaigns and activities on issues affecting ethnic relations;
  3. Collecting and collating information on activities that promote elimination of all forms of discrimination on the basis of ethnicity, race, religious, cultural, linguistic and other forms of diversity in a plural society;
  4. Taking part in assessing training needs for specific targeted group on public education and engagement;
  5. Taking part in organizing and implementing of training programmes and activities on public awareness, support and advancement of peace and harmonious co-existence among ethnic communities and racial groups;
  6. Collecting information and developing iec materials on public awareness, support and advancement of peace and harmonies co-existence among ethnic communities and racial groups;
  7. Taking part in championing activities that discourage persons and institutions, from advocating or promoting discrimination or discriminatory practices on the ground of ethnicity or race; and
  8. Taking part in sensitizing programmes and activities that promote tolerance, understanding and acceptance of diversity in all aspects of national life and encourage full participation by all ethnic communities in the social, economic, cultural and political life of other communities.

Requirements for Appointment

For appointment to this grade, a candidate must have:

  1. Bachelor’s degree in any of the following disciplines: Peace and Conflict Resolution Studies, Criminology, Sociology, International Relations, Law, Conflict Resolution and Humanitarian Assistance, or its equivalent qualification from a recognized institution; and
  2. Certificate in computer application skills.

PROGRAMME OFFICER, PEACE BUILDING & RECONCILIATION, JOB GRADE NCIC 6 – ONE (1) POST

Overall job summary

This position is responsible for the support and implementation of reconciliation and integration programs in line with the mandate of The National Cohesion and Integration Commission

Duties and Responsibilities

  1. Assisting in the development and implementation of the peace building & reconciliation programmes and projects;
  2. Collecting information on thematic issues particularly on peace building and conflict resolution;
  3. Taking part in organizing dialogue meetings, workshops and forums;
  4. Collecting and disseminating information on peace building and reconciliation;
  5. Collecting information on causes of conflicts, actors and other related issues
  6. Collecting and collating information for development of information education communication materials on peace building and reconciliation control in liason with other stakeholders; and
  7. Taking part in implementing peace building and reconciliation activities.

Requirements for Appointment

For appointment to this grade, a candidate must have:

  1. Bachelor’s degree in any of the following disciplines: Peace and Conflict Resolution Studies, Criminology, Sociology, Security Studies, International Relations and Diplomacy, Law, Conflict Resolution and Humanitarian Assistance, or its equivalent qualification from a recognized institution; and
  2. Certificate in computer application skills.

PROGRAMME OFFICER, INVESTIGATIONS & COMPLIANCE, JOB GRADE

NCIC 6 – ONE (1) POST

Overall job summary

The position is responsible for supporting coordination and management of the Investigations and Compliance function.

Duties and Responsibilities

  1. Receiving and compiling complaints with respect to ethnic or racial discrimination;
  2. Transcribing complains into audio or video clips;
  3. Identifying, flagging out and compiling hate speeches, messages and posts from different social media platforms;
  4. Collecting information on inventory of forensic systems;
  5. Taking part in carrying out surveillance in respect to racial discrimination;
  6. Taking part in collecting information and developing proposals for conducting surveillance and adults;
  7. Taking part in investigating complaints and mapping out risks and areas of concern to peaceful co-existence, integration and cohesion and recommending mitigation measures;
  8. Taking part in organizing forums for stakeholder engagement;
  9. Collecting and compiling information on persons or institutions involved in actions or conduct amounting to violations of Human rights on the basis of ethnicity or race; and
  10. Making briefs in respect to ethnic or racial discrimination complaints received; and
  11. Collecting and compiling information on inventory and audit reports.

Requirements for Appointment

For appointment to this grade, an officer must have;

  1. Bachelor’s degree Criminology, Computer Science, Data Communications, Public Administration, Law, Information Technology, Governance, Sociology, Audit or equivalent qualification from a recognized institution; and
  2. Certificate in any of the following areas: Digital Forensics & Investigations, Security Information and Event Management, Database Security and Auditing, Computer Search & Seizure, Linux Administration, Network Intrusion & Detection, Networking Scripting, EC-Council Certified Incident Handler (ECIH) lasting not less than two (2) weeks from a recognized institution.

                Salary range             :     Ksh. 56,775 – 80,000

INFORMATION AND KNOWLEDGE MANAGEMENT OFFICER, JOB GRADE

NCIC 6 – ONE (1) POST

Overall Job Summary

This position is responsible for assisting in the generation, dissemination and maintenance of information and knowledge on good relations, harmony and peaceful co-existence between persons of different ethnic and racial communities of Kenya for the embrace of diversity

Duties and Responsibilities

  1. Collecting and compiling the type of knowledge to develop and maintain in collaboration with technical departments;
  2. Compiling data on National Cohesion and Integration for purposes of knowledge management;
  3. Uploading and updating relevant information in the database in collaboration with the ICT;
  4. Administering resource centre materials and offering support to users;
  5. Keeping and taking stock of information and documents in the information resource centre;
  6. Tracking information users, equipment and informational resources and updating the register at the information resource centre;
  7. Carrying out training needs assessment in information and knowledge management;
  8. Collecting information on existing types of knowledge in the organization;
  9. Collecting information to inform knowledge products in liaison with corporate communications;
  10. Opening a register for documents, information and their movement in and out the information centre;
  11. Taking part in generation and dissemination of information and knowledge;
  12. Collecting and compiling information and documents for in putting and updating the information resource centre; and
  13. Preparing periodic reports.

Requirements for Appointment

For appointment to this grade, an officer must have:

  1. Bachelor’s degree in any of the following disciplines: Information Management, Library Science/ Studies, Records and Information Technology, Records Management or its equivalent qualification from a recognized institution;
  1. Certificate in Computer applications skills

Salary and allowances

                Salary range           :     Ksh. 56,775 – 80,000

                House allowance        :     Ksh. 28,000

                Commuter allowance     :     Ksh. 10,000

                Airtime allowance       :     Ksh.   1,500

Terms of service

The above positions are permanent and pensionable positions based on satisfactory completion of the six (6) months’ probation period
