The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997.
Purpose
The Information and Communications Technology (ICT) specialist has the overall responsibility for managing the SCOPE refugee registration system in close collaboration with WFP staff and the DRC SCOPE registration officer in Mogadishu. The ICT has decision-making authority on technical issues on scope. To achieve the objectives of the position, the ICT will perform the following tasks and undertake the following responsibilities:
ICT Specialist Job Responsibilities
- Review and make recommendations on technical implementation of approved amendments to the related projects Standard Operation Procedures (SOPs);
- Monitor project coordination and planning to ensure all ICT aspects are considered, inclusive and fulfilling;
- Provide 2nd level technical support coordination with the WFP “Scope Service Desk” (SSD) for new issues and follow-up on existing un-resolved issues;
- Support the SCOPE registration on a daily basis through monitoring of the registration process;
- Liaise regularly with WFP on SCOPE registration related issues;
- Assist the SCOPE staff on maintaining quality registration and avoiding data loss and errors;
- Provide oversight of technical aspects of SCOPE staff’s work and identify training needs;
- In close collaboration with WFP, support the staff in configuration of gadgets and maintain communication with WFP on printing of the beneficiaries ID cards, log issues and escalate tickets to technical groups as needed;
- Troubleshoot the issues by remote connection to users’ machines under different environments;
- Interpret problems and provide technical support for hardware, software, and systems;
- Analyze problems by using manual or automated diagnostic programs, and resolve recurring technical difficulties;
- Train staff on SCOPE registration and overall troubleshooting of the scope system;
- Retrieve the SCOPE data and analyze it;
- Attend strategic partner meetings on SCOPE registration;
- Responsible for time-critical service restoration and technical troubleshooting within SCOPE with support from WFP;
- Communicate with field staff on daily basis and follow-up on all registration issues.
Results Expected
- Plan, develop and improve system and data security requirements, general design and detail analysis specifications; ensure maintenance of the integrity and accuracy of program data and office systems;
- Work closely with program team on the refugee returns project and ensure SCOPE registration is coordinated with other activities;
- Ensure well organized reports and/or records, put together independently with only minimal guidance; provide well organized work with accurate information.
Reporting Arrangements
The ICT Specialist will report to the Project Manager and administratively work with the FSL-Technical manager. S/he will receive technical support from the Regional Office IT team.
General

Qualifications for the ICT Specialist Job
- Advanced university degree in Computer Science, Engineering or other relevant field, or First University degree with additional 4 years of related work experience or trainings/course;
- Strong ICT skills, previous experience of working with information management platforms and communication applications;
- Ability to extract, interpret, analyze and format data and resolve operational problems;
- Ability to work with minimum supervision and supervise and train staff through remote means;
- Ability to work with accuracy under time constraints and pressure and deal patiently and tactfully with staff members and others and to have a high sense of confidentiality, initiative and good judgment;
- Ability to represent DRC externally in technical discussions and forums.
- Experience with WFP SCOPE or similar platform a plus
- Experience on managing complex projects
- Experience in working South Central Somalia
Terms and Conditions
- Contract:5 months renewable contract, dependent on both funding and performance.

- This position will be placed at level A16 under the new job category for employment. For Nationals the salary will be in accordance with DRC Somalia National staff salary Grade.
- Availability:Immediately
- Duty Station:Dollow, Somalia with frequent travel to other project locations in South-Central Somalia. Dollow is not a family duty station and R&R is every six weeks.
