Afya Elimu Fund (AEF) is a joint venture between IntraHealth International Inc. USAID funded FUNZOKenya and subsequently Human Resources for Health Kenya (HRH Kenya), the Ministry of Education through Higher Education Loans Board (HELB), private sector, in collaboration with the MOH.Established in 2013, AEF is a public-private partnership (PPP) initiative aimed at providing training fees for needy students in medical training.

Funding Mechanism

How the Fund works

  • Administered by HELB as an affordable loan product anchored as a revolving fund in which repayments are ploughed back to support new trainees.
  • An interest rate of 4% per annum is charged to beneficiaries of pre-service loans. Beneficiaries then have a one year post graduation grace period before commencing repayment.
  • A joint AEF Oversight Committee comprising members from partner organizations, provides overall governance, ensures sustainability, provides strategic direction, and supports investment and fundraising initiatives. The Oversight Committee is also responsible for identifying priority areas of training.
